To request the Executive to approve officers to start a public consultation with a view to implementing a PSPO to cover public places blighted by anti-social vehicle use

Reason for urgency:
It is impractical to defer the decision to comply with Rule 5.4.11 because the decision is urgent and cannot be reasonably deferred. This is due to a recent spate of incidents of anti-social vehicle use in public car parks, following a period of relative calm. There is an urgent need to implement a Public Spaces Protection Order to reduce and deter future incidents. There is a statutory requirement for public consultation prior to implementing such an order, and such consultation will take a minimum of 8 weeks, so the decision to begin consultation is required to be made as soon as possible to avoid a delay before an Order can be implemented.
