Statutory Nuisance - Excessive Noise at the Carnival Pool Car

This is with regard to the extremely noisy and terrifying car
meetups in the Carnival Pool Car Park and its being used as a track
area.
The noise is deafening and frightening as the cars race around with modified timing and exhausts. Even with our home windows closed it sounds like gunfire for hours on end.
Children and pets are terrified. Adults feel helpless not knowing how to stop it. The Carnival Pool car park is approximately 30 metres from the nearest home in the Oakey Drive area.
The entire neighbourhood of Oakey Drive RG40 (and very surely the surrounds) are terrified. We feel harassed, threatened and intimidated by these car drivers. Children live in terror.
We believe that it a statutory nuisance. It fits squarely within Section 79.1(g) of the Environmental Protection Act 1990. "....(g)noise emitted from premises so as to be prejudicial to health or a nuisance;"
We believe there is a distinct and substantiated claim for statutory nuisance.
We are seeking a Noise Abatement Notice to be issued against the car park operator who is in control of the premises.
1. TIME - The noise usually happens between 9pm -11pm but maybe
at anytime.
2. DURATION - The noise goes on for between 1 to 3 hours.
3. FREQUENCY - It happens on the weekends (as the car park is
empty) and on certain weekdays.
4. TYPE OF NOISE - The noise emanating sounds like rapid gun fire.
The noise is explosive and frightening to both pets and
children.
5. VOLUME - The volume is extreme even for someone living 200m
away. There are houses as close as 30m away.
6. UNREASONABLE - The noise is unreasonable as it sounds like the
car park is being used a race track or as a gathering for modified
cars.
7. SOCIETY - There are 78 homes in Oakey Drive, Wokingham and every
single one is terrified and feeling intimidated by the loud
frightening modified cars racing around the car park.
We are seeking a Noise Abatement Notice to be issued against the
car park operator who is in control of the premises.
