Decision:

That the contract for the provision of Schools Management Information Systems (MIS) should be awarded to Capita. The contract initial period is 3 years from 1 April 2020 to 31 March 2023 and there is an optional 2 year extension from 1 April 2023 to 31 March 2025.

Reasons for the decision:

A central procurement will offer a number of benefits including saving money for schools and assisting with the transfer of education data to the Local Authority database. A fully compliant mini competition was held under a Kent County Council framework and one response was received from Capita. A steering group of school/academy and Local Authority colleagues evaluated the tender response and recommended that Capita should be appointed.

Alternative options considered:

A full open procurement was considered, but this was rejected as procuring via a framework offered a better match to our requirements. We also considered not procuring at all, but this would mean that schools would have to pay significantly more for their Management Information Systems provision, which would be unpopular.
