Reason For Consideration: SEND remains a critically important issue for the local authority for two reasons: 1. The Council has significant responsibility for ensuring the best possible life outcomes for the area’s most vulnerable children and young people. 2. SEND remains an area of financial vulnerability and risk for the Council with significant overspending in the high needs block impacting both on the Dedicated Schools Grant as well as on the area’s wider finances in terms of the Council’s general funds.
