That the Executive Member forStrategic Planning and Highways, Councillor David Lee approves the submission of an objection to the Guildford Borough Proposed Submission Local Plan: Strategy and Sites document on the basis of:

 

1)     Failure under the duty to cooperate to achieve the necessary cooperation on the strategic cross boundary matter of meeting housing needs.

2)     Failure of the plan to consider the likely unmet need arising from elsewhere in the Housing Market Area.

31/05/2017 - WBS Response to the West Berkshire Minerals and Waste Local Plan Preferred Options document

That the Executive Member for Environment, Sports, Environmental Heath and Leisure and Libraries:

 

1)     Approves the submission of a holding objection to the West Berkshire Minerals and Waste Local Plan Preferred options document on the basis that: West Berkshire Council’s site selection is reconsidered to ensure supply across the wider area of Berkshire and in particular given the potential delivery problems outlined in paragraph 4.17. Not ensuring supply would result in the Plan being found unsound at Examination;

 

2)     Approves that Wokingham Borough Council ask West Berkshire Council to provide clarification that it can meet its sand and gravel extraction quota;

 

3)     Approves that Wokingham Borough Council ask West Berkshire Council to re-name and amend the wording of Policy 3 (self-sufficiency in waste management) given that it will still rely on neighbouring authorities in Berkshire for some waste processing, and

 

4)     Approves that Wokingham Borough Council ask West Berkshire Council to continue to engage with its neighbours as work on the Minerals and Waste Local Plan progresses, through the Duty to Co-operate mechanism

That the Executive Member for Strategic Planning and Highways approves the submission of comments by Wokingham Borough Council to Runneymede Borough Council on the basis that:

 

1)     The additional work undertaken by RBC be welcomed, and

 

2)     A holding objection to Runnymede Borough Council’s Local Plan 2035: Additional Sites and Options (Regulation 18) be lodged until such time as RBC demonstrate that housing needs are addressed across their wider HMA.

09/05/2017 - Wokingham Borough Council response to the consultation Hart District Council Draft Local Plan: Strategy and Sites

That the Executive Member forStrategic Planning and Highways approves the submission of a holding objection to the Hart District Draft Local Plan: Strategy and Sites document on basis that:

 

1)     In accordance with the duty co-operate, it has been confirmed that not all reasonable measures have been taken to demonstrate that all unmet housing need is consumed across its own Housing Market Area (HMA), and

 

2)     A robust Duty to Co-operate process must be undertaken with Wokingham Borough Council, to consider the strategic infrastructure requirements and infrastructure delivery implications of the proposed housing site allocations at Eversley, Yateley and Land Adjacent to Risely will have upon Wokingham Borough.
